Physical Description:
Oliver Queen is a man who stands about six foot two inches, and weighs about two hundred pounds due to his muscular build. He has short cropped blonde hair and typically sports an unshaven look which he's been growing out a bit thicker of late. He has blue eyes and his body is covered in scars and tattoos from his various travels in his five years in hell, and his return to Star City.
As Mayor, Oliver is now typically seen wearing business suits in black or gray. Outside of work he likes to sport jeans, boots and long sleeved shirts (favoring shades of green) that hug not too close to his body, but enough to show that he has an impressive physique rather than be baggy. He's also a big fan of leather jackets as either his coat of choice, or just a piece to add onto his shirts.
Personality:
Oliver has gone through some changes in his life, horrible changes that turned him into a much darker human being, but he's found some solace and light even in the hardest of times.
Business skills
Oliver isn’t necessarily the best with business, having run a few into the ground, or at least rather close during his youth. Over time he’s become better, ran Verdant fairly successfully, and until Isabel Rochev’s takeover, didn’t do that bad a job running Queen Consolidated. He may not have a mind for business and numbers, but he knows how to find people who do, and while he could be a bit trusting with Isabel, he’s become less trusting and more cautious with these dealings. Why? Primarily for those who would work for him, so they can be stable and support their families. He’s taken these lessons into his mayorship.
Mayoral skills
Oliver may not be the best mayor to ever run Star City, but he’s fighting hard for it. He’s willing to present many issues to the people rather than sign bill after bill with the council, and give the people a real voice. He’s not afraid to be unpopular, or to do what he thinks is right for the most people. He won’t shy away from debates, and is willing to listen to all sides.
People skills
Oliver was a playboy, and knew how to party and get people to like him. Even outside of that, he’s pretty good with people, when he’s not just making them angry. He’s grown into someone who can be pig-headed, and not listen, but does his best to pay attention to what people want and need. He does better as mayor than he does as the Green Arrow, because as a vigilante he believes he knows what he’s doing is right, whereas he’s never been a mayor before, and needs to be more cautious for the sake of touching the lives of so many.
With his team and his friends, he can fluctuate between being rough and being thoughtful. There are definitely times where he’s been nothing but an ass to even his closest friends, and is very stubborn about it. It’s primarily thanks to the partners he’s had in his vigilantism that he’s able to be rooted back, because they’ve known the real Oliver for the longest amount of time, and know he’s capable of better.
Life viewpoint
Oliver is rather liberal in his views. While he does believe in taking down and punishing the criminal element, he also believes firmly in funneling money and resources into what the city needs most, whether that’s education, or to combat homelessness or drugs. When he was just the Hood, he often took money from the rich and repaid the victims, almost as if he had a Robin Hood complex.
He can be loudmouthed and brash, but tries to keep it under control, especially in a professional setting. He’s not afraid to tackle the issues at hand, such as gun violence and public safety, because he serves the people, and he’s taken enough pain in his five years in hell for most people to ever have to go through. His hell is the hell of the many, and he’s protecting them now to keep them from that pain he’s gone through.
Family
Oliver only has one blood relative left, his sister, Thea Queen. He loves her dearly, and will do anything for her.
He has a son, William, a boy he barely knows. He’s come to take care of William since his mother died on Lian Yu. He’s ready for his fatherly responsibilities, and wants to do better than his parents did for him in retrospect. They were there for him, but their underworld dealings eventually soured their memories. He’ll do anything he can for a boy who’s suffered so much, and wants to be a real father now that he has the chance.
He’s had a rough relationship with other parts of his family. His father’s cheating and eventual suicide and reveal of his dark dealings was difficult for Oliver to handle. His mother’s dealings with Malcolm Merlyn and her subsequent murder by Slade Wilson were hard. But because of the sins of his parents, he’s become someone who would get to the bottom of things and put it all on the table. He’s someone who’s come to believe more in forgiveness and understanding, and has applied it farther out, to his network of friends and allies. Of course, it doesn’t always work, but it’s the idea that counts.
Love
As a playboy, Oliver had many flings. He’s only experienced true love a few times in his life, besides familial love. His first real love was Laurel Lance, the woman whom he may have married someday, as it was the vision of a perfect life he’d seen before. He also loved Felicity Smoak, but after their proposal ended, it’s been rough with a few hints of sparks between them.
Others in his life have been Susan Williams, a reporter he has unfinished business with. There was also Sara Lance, Laurel’s sister he cheated with, come back from the dead. The two remain close, but not with each other in any way.
General intelligence
In school, Oliver was always something of a slacker. He had knowledge appropriate for his age level for the most part, with some hobbies from his youth rounding him out, such as old planes and boat related knowledge. His intelligence has grown over the years, becoming far greater than it ever had been before, especially in the areas he’d received training, such as the martial arts, chemistry, biology, some engineering, and the like. Mostly related to his trials during his five years in hell.
Technology
Oliver’s been good with technology and gear, but does enough outsourcing to either his allies for computer related purposes, or to a man named Lodai for his gear when he needs specialized equipment. Through his relationship with Barry Allen, he has Cisco Ramon at his disposal alongside Lodai for things like body armor and weaponry and cutting edge technology.
Overall he knows what he’s doing with hacking and computers, but with the addition of Felicity Smoak on his team, his information is outdated on recent systems, and even then he lacked her skill from the start.
Combat prowess
Oliver is skilled in multiple forms of combat. He’s very talented in archery and utilizing his bow as a close range weapon. He’s also skilled with his throwing darts and knife combat.
He has mastery over a few different martial arts styles, parkour and acrobatics that help him in combat, and guerrilla warfare, helping him to stealthily fight through multiple enemies at once.
Through his training with the League of Assassins, he’s gained a decent amount of swordplay ability, and has become one of the deadliest hand to hand fighters on Earth thanks to Ra’s al Ghul.
He’s skilled in most weapons as well, including staff primarily.
History:
Early Life
Born to Moira and Robert Queen, Oliver is the elder brother of Thea Queen. He attended the best schools and was brought up with the intent of not being a spoiled brat. That kind of failed as he grew older. His best friend since childhood was Tommy Merlyn, and later on, Laurel and Sara Lance.
He began to act out, cheating, partying, all the clichés of a playboy billionaire. He tried his hand at college, at some of the company work, but it wasn’t for him. He fell in love with Laurel, but cheated on her in the end with multiple women, including her sister.
Oliver took Sara with him on the Queen’s Gambit, his family yacht. Because of the machinations of Malcolm Merlyn, the Gambit went down and stranded Oliver on the island of Lian Yu.
Five Years in Hell
Oliver spent his first year of hell on Lian Yu, trying to survive. He learned from Yao Fei, from Shado, and from Slade Wilson on how to fight, how to hunt, how to live. They fought the mercenaries of Eddie Fyers, and this is where Oliver began to learn about the bow.
He used this time to begin to shed his identity as a spoiled playboy, having to do things on his own, having to struggle to survive. Having to fight. Having to kill. He also discovered his father’s list of names of those who had wronged Starling City and its people.
He also began to fall in love with Shado, and killed Fyers to protect her, claiming his first kill, and his first with a bow.
Oliver, Shado and Slade began to survive on Lian Yu until some mercenaries and pirates arrived. Under the leadership of Anthony Ivo, they sought a miracle drug from World War 2. During their fights with Ivo and his crew, Sara was revealed as alive, and met up with Oliver again.
Oliver’s relationship with Slade became strained when Slade discovered that Oliver and Shado were together. Oliver was also responsible for Ivo killing Shado. Slade was wounded and used the miracle drug to survive, becoming unhinged. With Slade now the enemy, Oliver and Sara and other prisoners of Ivo’s began to try to fight back, and in the end, Sara was lost, Slade supposedly killed, and Oliver found himself in Hong Kong, rescued.
Training with ARGUS in Hong Kong, Oliver worked with Maseo and Tatsu Yamashiro, learning how to fight, kill, and do what he needed as an operative. He helped to stop a large bioweapon attack, but was still responsible for many deaths. He began to get a taste for torture during this time.
He went off on his own after Hong Kong, playing at vigilante until discovered again by ARGUS, who wanted to send him to Lian Yu to stop something going on. He landed and infiltrated the organization Shadowspire, whose leader wanted something magical on the island. He attempted to save all of their prisoners, and killed the leader of Shadowspire, but at the cost of some whom he tried to protect.
Taking up his promise of revenge for a woman he failed, Oliver went to Russia. He reconnected with one of his old acquaintances from Ivo’s ship, and joined the Russian Bratva. Integrating himself, he tried to kill Konstantin Kovar, and received more training from the Bratva along with a mysterious woman named Talia, whom trained Yao Fei.
Eventually he started to give into his dark impulses, such as torture, and supposedly killed Kovar. Ready to return to Lian Yu to stage a rescue, he was attacked one final time by Kovar and his forces. Oliver successfully killed them all and was rescued by Chinese fishermen, all part of the plan to return home and use his father’s list.
Starling City
Year One
In Oliver’s first year back in Starling, he took up the mantle of a vigilante and tried to work his way through the list his father left behind. He targeted the rich and corrupt, and tried to help their victims and redistribute their wrongly earned money. In his personal life, he bonded with his sister and mother, and tried to fix his relationship with Laurel because of Sara’s death, and earn the forgiveness of her and her father. His relationship with Tommy resumed as before, but slowly became stressed due to Tommy’s father, the one who orchestrated the Gambit’s sinking, and was an enemy before Oliver as another archer.
Eventually Oliver recruited people to his cause. Bodyguard John Diggle, and IT girl Felicity Smoak. He rekindled his relationship with Laurel, became a bar owner, and tried to play up to the expectations of his billionaire playboy status while throwing off his new identity.
The team managed to stop Malcolm from destroying the Glades portion of the city, but only to a small extent. Oliver went back to Lian Yu after his failures, and after Tommy’s death as a result of the attack. His relationship with Laurel became strained, as she and Tommy had been together.
Year Two
Oliver returned to Starling due to copycats, and to reclaim his company after his mother went to prison. He fought for the city as a new persona, the Arrow, and became something of a hero, alongside a black-clad woman called the Canary. Laurel became an enemy of the Arrow due to Tommy’s death, and the Canary turned out to be Sara.
Oliver played multiple roles at this point, trying to reunite the Lance family, trying to become better for Laurel, and trying to make amends. His mother won her court case, and he had to deal with the rise of the Church of Blood, and the resurgence of Slade Wilson. Laurel discovered his identity at this point.
Slade killed his mother, and his company was taken from him. In the end he managed to stop the Church and defeat an empowered Slade, and cure him of the Mirakuru inside of him. He and Felicity struck up a relationship at this point.
Year Three
Oliver continued to try to reclaim his company, and fight off a buyout from Palmer Tech. He lost the buyout, and tried to protect the city, but failed in the sense that Sara was murdered by an unknown attacker. He and Laurel tried to find Sara’s killer, but ultimately failed until it turned out Thea had done it because of her birth father, Malcolm. The team prepared to stop Ra’s al Ghul from seeking retribution, and Oliver was killed in the fight with Ra’s.
Saved by Lazarus Pit waters from Maseo, Oliver returned to his crusade in Starling, teamed up with Laurel and Roy and eventually couldn’t stop the League of Assassins from terrorizing the city anymore, and became Ra’s al Ghul’s apprentice and heir. He married Nyssa, helped the Flash and team against the Reverse Flash, and was preparing to destroy Starling City to ascend to Ra’s al Ghul himself, when he betrayed Ra’s and the League, and succeeded in killing Ra’s in their second duel. He was shot by police snipers, but saved by Felicity in Ray Palmer’s armor, and left the city with her.
Year Four
Oliver and Felicity lived together outside of Starling, and Oliver was ready to propose. They were finally drawn back to the newly minted Star City by the old team to try to help them from a new terrorist group. The old team couldn’t handle the threat alone. Oliver also began a mayoral run for the sake of the city. Calling in a favor from an old friend, John Constantine, Sara Lance was revived and had her soul returned to her. During his refusal to bow to terrorists, Felicity was nearly killed, and eventually the two broke off their new engagement.
During the fights, Oliver learned of his son, William, and had to protect him from Damien Darhk. He would push himself to some dark places to take on Damien, including releasing criminals in the hope they’d kill Damien for him. When Damien was depowered and arrested, Laurel was killed by Damien during their attempt to stop him.
Oliver and those who survived launched another attack on the HIVE facility and eventually, after Havenrock was nuked and Damien tried to nuke the planet, Oliver and Star City rose up against him and his forces. Oliver tapped into some magic to stop Damien’s, and killed him. The team broke up, and he was elected mayor.
Year Five
The team disbanded, Oliver fought alone. With Felicity’s urging, he formed a new team of recruits to fight against the rising gang violence and the mysterious Prometheus. Oliver continued to fight on two fronts for the sake of the city and its people.
During an alien attack, Oliver was sent to his happiest reality, where he was to marry Laurel. The combined efforts of Team Arrow, Team Flash, the Legends, and Supergirl repelled the invaders. And then Laurel returned.
This was an alternate Laurel, an evil Laurel whom had fought the Flash already. After defeating her, Oliver saw to her lockup at ARGUS, seeking the light inside of her. He would try to talk to her, to bring her back to who he knew she could be.
Oliver would lose his ally, Artemis, and gain a new ally in Dinah Drake, a new Canary, and would lose favor with the Bratva over again when they needed some information from his Russian contacts. Ragman, one of his recruits, would lose his abilities and leave the team.
Eventually Prometheus was unmasked as Oliver’s friend and DA, Adrian Chase. Chase plotted his endgame to take place on Lian Yu, intent on ripping Oliver’s life apart for the murder of his father at the hands of the Vigilante/the Hood years ago. Oliver’s friends and allies abducted, he took whom he could get (Malcolm Merlyn and Nyssa al Ghul) and headed to Lian Yu.
Prometheus' Endgame
On Lian Yu, they recruited Slade Wilson and Digger Harkness. Harkness turned out to be a traitor, and died along with Malcolm. They saved some of the hostages, and eventually Oliver confronted Chase alone on a boat while the others stayed behind to fight their own battles, including Nyssa against her sister, Talia, and Dinah against Laurel.
Chase would reveal that he had William as his hostage. Oliver saved William, but Chase killed himself to detonate the C4 planted on Lian Yu, destroying the island.
Current
Oliver has adopted William and covered up Samantha’s death from the explosion. His mayorship is under intense scrutiny due to the scandal of a secret son. He’s picking up the pieces, trying to be a good father and a good mayor, and aware of Laurel’s survival, is trying to find the light in her no matter how difficult, refusing to give in.
